ABSTRACT

Maghreb countries in general have developed idiosyncratic and differentiated approaches to the Libyan conflict. Tunisia, Algeria, and Morocco have acted unilaterally, while Mauritania favored a mediation based on multilateralism with the African Union. National perceptions in Libya tend to focus on security and political drivers, and this reverts on the nature of the initiatives that are suggested generally for the country.

Key words: Mediation – negotiations – conflict cycle – common ground – diplomacy- inclusion – confidence-building measures – dialogues – intermediary – Influencer
