ملخص

تعمل الصين على ترويج مفاهيم “التنمية السلمية” و”النهضة السلمية” و”بناء مجتمع المصير المشترك للبشرية”. تقوم هذه المفاهيم على دحض مقولة “فخ ثيوسيديدس”، التي تفترض حتمية الصراع بين قوى الوضع الراهن والقوى الصاعدة الطامحة إلى تغيير النظام الدولي بما يخدم مصالحها. وعلى هذا الأساس، تقدم الصين مشروع بناء طريق الحرير الجديد للقرن الواحد والعشرين بوصفه مساهمتها الخاصة لتعميق التعاون الدولي في مجال البنية التحتية والتجارة الدولية، سيراً مع تيار العولمة والترابط العالمي.

تناقش هذه المقالة المبادرة الصينية من منطلق كونها جزءً من عناصر سياسة خارجية تستجيب لأهداف محددة وفقاً لواقع محدد تتمثله القيادة السياسية الصينية، بُغية اختبار القدرة التفسيرية لفرضية حتمية الصراع بين الصين الصاعدة والولايات المتحدة الأمريكية للهيمنة على النظام الدولي. توضح المقالة أن الصين ليست قوة تعديلية في الوقت الحالي، وأن مبادرتها “الحزام والطريق” مدفوعة بإرادة سياسية تنبع من احتياجات داخلية ذات بعد اقتصادي مؤطر بخبرة تاريخية ومرجعية فكرية راسخة، حافظت على قدر من الاستمرارية لفترة تزيد عن 40 سنة. واعتماداً على تقنية الإحصاء، بينت المقالة أن المكاسب المحتملة للصين من وراء المبادرة ستوفر لها قدرة أكبر على تقويض النظام الدولي الليبرالي، وإن كان هذا الاحتمال غير وارد في المستقبل القريب.

CHINA’S CORE INTERESTS AND THE BELT AND ROAD INITIATIVE: IS CHINA PURSUING A REVISIONIST FOREIGN POLICY?

ABSTRACT

China promotes the concepts of “peaceful development”, “peaceful renaissance” and “building a community with a shared future for mankind”. These concepts are based on the refutation of the “Thucydides trap”, which assumes the inevitability of conflict between the forces of the status quo and the rising powers aspiring to change the international system to serve their interests. On this basis, China presents the project of building the New Silk Road for the 21st century as its own contribution to deepening international cooperation in the field of infrastructure and international trade, in line with the trend of globalization and global interdependence.

This article discusses the Chinese initiative on the grounds that it is part of the elements of a foreign policy that responds to specific goals according to a specific reality represented by the Chinese political leadership, in order to test the explanatory ability of the hypothesis of the inevitability of conflict between a rising China and the United States of America for hegemony over the international system. The article explains that China is not a revisionist force at the present time, and that its “Belt and Road” initiative is driven by a political will that stems from internal needs with an economic dimension framed by historical experience and a well-established intellectual reference, which has maintained a degree of continuity for more than 40 years. Depending on the statistical technique, the article showed that China’s potential gains from the initiative will provide it with a greater ability to undermine the liberal international order, although this possibility is not in the near future.
