Le Maroc est confronté à une crise de l’eau multidimensionnelle qui interroge l’efficacité des politiques publiques basées sur la logique de l’offre. Cet article offre une lecture critique des choix stratégiques du secteur de l’eau à travers le prisme de la gouvernementalité foucaldienne. En s’appuyant sur les concepts de rationalité de gouvernement, de dispositifs de savoir-pouvoir et de technologies de pilotage, il analyse les logiques de production de normes, les dispositifs d’objectivation de la ressource et la recomposition du rôle de l’État. L’analyse révèle les tensions entre technicisation désengagement territorial et faiblesse participative. Elle appelle à une refonte de la politique de l’eau basée sur une gouvernementalité stratégique, réflexive et adaptative, pour assurer la sécurité hydrique face au changement climatique.

Morocco is dealing with a complex Water Crisis that makes public policies based on supply-side reasoning effective. This article provides a critical analysis of the Nation’s water strategies from the perspective of foucauldian governmentality .It looks at the underlying logics that shape norm production, resource objectification, and the changing role of the states by using ideas like governments rationality, knowledge-power this positives, and strategic technologies of governance. The analysis emphasizes conflicts among technicization, territorial disengagement, and ineffective participatory mechanisms. It’s calls for a new water policy based on strategic, reflexive and adaptive governmentality to make sure that water is safe in the face of climate change.
