يناقش هذا المقال، باقتضاب، كيف ظهرت مراكز التفكير في السياق الغربي ومضمون هذا الظهور، وذلك  بوصفها نتيجة لطبيعة التطور الذي شهدته العلاقة بين المعرفة والسياسة هناك وكذا دور تلك المراكز في بيئتها الأصلية وبنوع من التفصيل، يسلط المقال الضوء على أهمية التمويل لرفع أدائها وانعكاس مصادره على استقلاليتها، وذلك من خلال نماذج محلية، ويختم التحليل بالتعرض لبعض المشكلات التي تعترض تطوير معرفة أكاديمية تبتغي ترشيد القرار السياسي مغربياً، وقد خلص المقال إلى ارتباط أداء مراكز الدراسات والأبحاث بطبيعة العلاقة بين الأكاديمي والسياسي في السياق المغربي، فهذه العلاقة الملتبسة تمنع ظهور مراكز للتفكير على شاكلة تلك الموجودة في الغرب، ويتعزز هذا المنع بقوة نظام الاستشارة المعمول به في المغرب.

THINK TANKS AND THE RELATIONSHIP OF CONFUSION BETWEEN THE ACADEMIC AND THE POLITICAL IN MOROCCO

Abstract :

This article discusses , briefly, how think tanks emerged in the Western context, and the content of this emergence, as a result of the nature of the development witnessed by the relationship between knowledge and politics there, as well as the role of these think tanks in their original environment. In some detail, the article highlights the importance of funding to raise its performance, and the reflection of its sources on its independence, through local exemples, and concludes the analysis by examining some of the problems that hinder the development of an academic knowledge which strive the rationalization of Moroccan political decision. The article concluded that the performance of think tanks is linked to the nature of the relationship between the academic and the political in the Moroccan context. This ambiguous relationship prevents the emergence of think tanks similar to those in the West, and this prohibition is reinforced by the strength of the political  counseling system  in Morocco.
