RESUME
Avec l’avènement de l’Ebola en tant qu’urgence de santé publique de portée internationale, le concept de la sécurité collective s’est élargi pour inclure celui de la santé mondiale surtout avec l’intervention du conseil de sécurité. Le règlement sanitaire international en tant qu’instrument juridique, conçu pour la gestion de la propagation des maladies transmissible, s’est avéré inadéquat pour la gestion d’une pandémie comme celle de la covid 19. Cette inadéquation entre l’ampleur de la maladie et l’instrument juridique pour sa régulation a obligé la communauté internationale d’entamer un nouveau processus de négociation en vue d’élaborer un nouveau cadre conventionnel pour la gestion de ces problèmes de santé mondiale.

ABSTRACT
With the advent of Ebola as a public health emergency of international concern, the concept of collective security has expanded to include global health, especially with the involvement of the Security Council. International health regulations as a legal instrument, designed to manage the spread of communicable diseases, have proven inadequate for the management of a pandemic such as covid 19. This inadequacy between the scale of the disease and the legal instrument for its regulation has obliged the international community to initiate a new negotiation process to develop a new conventional framework for the management of these global health problems.
